Implementation of BMP Santa Fe RFA Nitrate-N 2017-06 [Up]

On Page vii of 58:

"No significant decreases in nitrate-N concentration were observed over the four- year period in the sampled springs or Santa Fe River sites. This lack of response may be related to

  1. (1) insufficient time for changes in agricultural practices to affect groundwater quality (a lag effect between when BMPs are implemented and when improvements in water quality are seen);
  2. (2) legacy nitrogen in soil and shallow groundwater from past practices;
  3. (3) possible compliance issues in the implementation of BMPs (although BMP compliance will be verified with implementation assurance visits by the OAWP); and/or
  4. (4) the limitations of BMP effectiveness because of soil conditions, cropping rates, fertilization rates, and irrigation needs that may warrant additional measures (if water quality problems are observed despite BMP implementation).

Could it be (4)?
